Hi, can I use an arduino pro mini with a rfm69h as a reciever and esp8266 as the gateway?

You could, but to what purpose ?
The physical location of the gateway is not important, since it communicates over radio with the end-nodes.
You can install your gateway anywhere you want near a convenient ethernet port. My gateway sits right next to my home router.
Coverage of RFM69H is much better than wifi, so using a wireless link between gateway and MQTT-broker makes little sense to me.
